Sembler Tax Abatements and Town Brookhaven to be Discussed Tonight
|
|
A community
meeting in opposition to the proposed Sembler tax abatement is set for
Monday, June 8, at 7:00 p.m. in the Fellowship Hall of Chamblee United
Methodist Church on Chamblee Dunwoody Road. Rep. Jacobs and others will explain the
mechanics of the abatement to the community and discuss ways to fight
it. Sembler representatives have also be invited to speak.
John Woodham, the lawyer who represents the Fulton County
Taxpayers Foundation and brought the lawsuit challenging similar tax
abatements in Fulton County, has agreed to speak.

HNA Summary of Zoning and Land Use Workshop
|
|
On April 21st
at Montgomery Elementary School, consultants working for the County
presented an update on their recommendations for a planned code
update to DeKalb's zoning and land use regulations. The presentation
outlined plans to update the code to better reflect the development
and re-development needs of the County.

Important Land Use and Zoning Workshops - Reminder!

|
Few of you may realize that DeKalb
County is in the process of rewriting the land use and zoning
ordinances and regulations from scratch. An effort of this scope has
not been undertaken by the County in over 50 years and will have far
reaching implications for DeKalb citizens. HillsDale, in particular,
is in the middle of one of the most rapidly developing areas of the
County and is likely to have increased residential density pressure
as well as commercial development pressure.
As a result, I and other HNA volunteers
will be participating in a series of County-sponsored workshops
discussing the re-write of the County land use and zoning ordinances.
These will be public meetings and you are encouraged to attend. The

Executive Park Plan Evolves as Described in Public Meeting

Cortland's Symphony Park Taking Shape

I received the latest site plan and concept drawings for the planned development down the street from Cross Keys High School on Curtis Drive. Cortland Partners is in the County Planning process for Symphony Park, a mix-used development spanning between Curtis and Buford Hwy.
Here's information for your reference:

The project manager provided the follow update this past week:
"The DRI review was completed early August, resulting in approval with some conditions. We have agreed to the conditions and have reflected these on our updated site plan. Updating these plans took a little longer than anticipated, and therefore we asked and received a 2 month deferral at the Planning Commission meeting. This means our plans will again be presented at the Community Council meeting on October 22nd, and will then come before the Planning Commission on November 4th and before the Board of Commissioners on November 18.
As you know, we are excited about this project, that will replace about 350 old and tired apartment units with a true mixed-use development that will be focused on the residential component, but will also feature up to 65,000 SF of neighborhood type retail and restaurants and office as well as 50 or so of live-work units. Symphony Park will be very pedestrian friendly, with wide sidewalks everywhere and there will be a bus shelter on Buford Highway. We believe Symphony Park will be the keystone development in the Commercial Redevelopment Corridor that overlays Buford Highway and that it will function as an example of the smart growth Dekalb County needs."

Wright Avenue-NDH-Roxboro Application Withdrawn
|
|
The land use and zoning applications for the development know as Overlook at Roxboro was withdrawn at the last County Commission meeting. I spoke with the developer briefly today and he indicated that his company intends to re-apply after some adjustments to the application.
I am not 100% sure but I believe this means that the new application will be sent through for the "full cycle" - meaning many weeks more of review and public comment. Look for an update by the end of June.

Wright Avenue-NDH-Roxboro Development Discussed

| Monday evening, May 19th, at 6:30pm approximately 30 or so area neighbors turned out for a public meeting on the subject of proposed development on Wright Avenue. The meeting was organized by Comm. Jeff Rader in efforts to understand the desire of the community surrounding the proposed site. Here is some background information: |
60 Unit Condo Proposal Deferred Again Planning Commissioners Recommend Denial of Condo Zoning Application
Related issues such as other planned developments in the area and potential traffic improvements were discussed. The overall concern expressed by all but one or two of the homeowners present was the desire to maintain the suburban character of the environment in our area. Specifically, those present from Devereaux Commons, HillsDale, and Pine Hills expressed an interest in maintaining land use at the site in support of single family, detached housing.

Based on the notes and agenda circulated today regarding the Board of Commissioners' (BOC) April 22 meeting, the proposed land use and zoning applications necessary to give the go ahead to a 60-unit condo at Wright Road and North Druid Hills have been deferred once again along with a related item on Clearwater. I believe this is the 3rd (or more) deferral for this item. The next time it's on the BOC agenda is June 10.
The developer and the Commission have been examining density and traffic management concerns for the better part of 6 months at this point. I'm hoping to get a more detailed update from some of the parties in the coming days and will pass along. For now, here are the formal entries from April 22 related to this matter:

Symphony Park on Buford Hwy

For those that do not know, the site of Tempo Cabana and 3 other apartment communities off Curtis Drive and Buford Hwy is the proposed site of a mixed-use development by Cortland Partners. Cortland filed for zoning in January and it is currently under DRI review by the Atlanta Regional Commission (ARC). The ARC is focused on traffic planning and project impact. Cortland hopes to have the site plan finalized this month for submission to ARC. Presuming smooth sailing, the land use and zoning applications would funnel into the June cycle for DeKalb Co Planning Department and onto the Community Council, Planning Commissioners, and Board of Commissioners. | The project is still subject to significant change but at this point the scope and milestones to keep in mind are: |  |
-Approximately 1200 apartment units (4-story structure, I believe) -Up to 65,000 sq ft commercial/retail with 44,000 facing Buford Hwy., some live/work areas. -Q1 2009 relocations should begin followed by demolision and site preparation -Q4 2009 should see construction ongoing (TBD) Read Cortland's current description of the project via the "Read more" link below. Stay tuned - the developer will likely hold a public project update for the community sometime in June of this year.

Community Pushes Back On Proposed Walgreens
|

Neighborhood residents and community leaders are continuing to push back on a Walgreen's proposed for Colonial and Peachtree. Bill Draper of www.bpcaonline.info has written an excellent update on the current situation and I reprint it here for your benefit. Bill writes: " Brookhaven residents and Commissioners Jeff Rader and Kathy Gannon filed an application with the DeKalb Zoning Board of Appeals to rescind Land Development Permit (LDP) #08020 on Wednesday, February 27, 2008. The request will be heard by the Zoning Board of Appeals on Wednesday, April 9, at 1:00 pm in Decatur’s Maloof Auditorium."
